The Sôgmô has issued a new decree on citizenship meant to “clarify” issues surrounding the Act on Citizenship of Martio MMXII and new realities in Sandus more than two years after that ground-breaking law was enacted.

The new decree focuses on peregrae citizens and clarifies their position and exactly who counts for peregrae citizenship. The changes come after many months of historical research on peregrini in the Roman Empire and on il popolani in Medieval and Renaissance Italy. The Sôgmô’s recent private trip to Italy has left its mark in this new decree, following both the enlargement of the status of who is to be considered a peregro and the establishment of a system of ‘communes’ in Sandus similar to the communes of Italian cities that formed in the Medieval and Renaissance periods. The decree also divorces the rights of representation in the Party and of suffrage, meaning that socilivae sine suffragio such as those in the new socivilanço of Überstadt can be represented by the Party during its annual congress while socilivae from Überstadt do not have the right to vote in the annual Winter Solstice referenda. The final articles of the decree reference the Kremlum Sandus State College specifically, calling for the process by which peregrae become civilae by completing the civila certificate to be streamlined. The last article, finally, calls for sociopolitical experiments into the democratic commune system and into worker’s democracy in Sandus in order to prepare Sandus for the growth of republicanism in the State.

Decree clarifying the status of peregrae, development of provinces, and socilivae sine suffragio
The Honourable Sôgmô Gaius Sörgel Publicola hereby proclaims that peregrae shall be considered non-civilo residents of the State of Sandus and its environs who (1) are interested in seeking full-citizenship (civilanço), (2) know of the State of Sandus and wish to take part in its work, and/or (3) is recognised by the Sôgmô as otherwise falling under the concept of a peregrinus or of the popolani.
The Honourable Sôgmô Gaius Sörgel Publicola hereby proclaims that peregrae shall continue to enjoy the present rights of the Founding Law and may be represented by the Party as quasi-citizens.
The Honourable Sôgmô Gaius Sörgel Publicola hereby proclaims that peregrae must have no other micronational allegiances: their allegiance must be to Sandus, in continuation of the ban on dual-citizenship.
The Honourable Sôgmô Gaius Sörgel Publicola hereby proclaims that citizens of a certain provincial designation may join together to form a local administrative government known as a commune, which shall not supersede the authority of the Central People’s Government and shall instead be seen as the local government of an association or city.
The Honourable Sôgmô Gaius Sörgel Publicola hereby proclaims that all citizens (peregrae, socilivae sine suffragio, socilivae cum suffragio, and civilae) may be represented by the Party and shall enjoy equal votes under the principle of one vote per person in the CCPS Party Congresses; suffrage in the national elections for the Sôgmô is still restricted to civilae, but representation in the CCPS Party Congress is divorced from suffrage.
The Honourable Sôgmô Gaius Sörgel Publicola hereby proclaims that the Central People’s Government shall encourage peregrae to become civilae by encouraging a civila certificate from Kremlum Sandus State College and shall encourage socivilae sine suffragio to complete charity taxes.
The Honourable Sôgmô Gaius Sörgel Publicola hereby proclaims that Kremlum Sandus State College shall streamline the process for achieving a civila certificate by the introduction of a central form for new students that will be included in the season CEN01 form hand-out and given when an individual becomes a recognised peregro; the State College shall also explain what is involved in a civila degree and reduce the amount of credits needed to 10 and lower the amount of credits for CIV100 to three.
The Honourable Sôgmô Gaius Sörgel Publicola hereby proclaims that, in order to prepare the State for the growth of republicanism and the introduction of democracy into our State, a commune out to be fostered between peregrae and a worker’s democracy ought to be established in a new crafts cooperative to be promulgated by the Office of the Sôgmô through a regular IN01 form.
