The «All-Citizens United» Plan was envisioned as a longer-term and more comprehensive plan than the 2015 Economic Goal. Whereas the 2015 Economic Goal is intended to provide for basic economic functions and basic economic structure by the end of the Sancta Year MMXV, the Plan is intended to provide for a more comprehensive socio-economic structure for the State of Sandus and is geared more towards pragmatic benefits for citizens — rather than economic accomplishments such as the Economic Goal. The Plan’s main features include a working and productive economy, a working welfare system, and a way means for paying workers — whereas the 2015 Economic Goal primary function is to establish the basics for an economy.
The foundation of the «All-Citizens United» Plan is the development of productive economic cooperatives which produce necessary goods for Sandum citizens. These products will be made available for Sandum citizens and will be sold to foreigners for a profit; with the profit, Sandus will finance its welfare system and workers’ pay. Earnings ought to cover operating costs and workers’ pay in order to be financially sustainable (ideally 43% of profits), though some cooperatives may be deemed too important for the quality of life for Sandum citizens and thus kept regardless of financial unsustainability — with money either from patrons such as the Sôgmô or from the generous contributions of citizens via donation taxes. The Plan had its first focus on agrarianism via the cultural “Anticosti Ideal” constructed in Sandus since MMXII (2012) that sees Sandum citizens living as a united alliance between workers, farmers, and intellectuals as envisioned by the Founding Law. Since the end of the beginning of the Gregorian year 2014, however, Sandus has broadened the plan to include other economic functions, including the development of a cooperative for knitting and other basic necessities. In early Sextilo MMXIV (August 2014), the Sôgmô also announced that Sandus would look to the meritocratic system of Renasia to provide a working and theoretical model for the Sandum economy under the «All-Citizens United» Plan, especially the exchange of goods for work.
Other features of the «All-Citizens United» Plan include a Sandum House — a place for citizens and residents of Sandus to live and work in that will serve as the Sandum version of a communal living space or live-in co-op. Part of the Plan will be financed by donation taxes, where Sandum citizens donate some amount of money to the State of Sandus in order to finance the running of cooperatives and economic projects.
A coherent document of the «All-Citizens United» Plan has never been made. One may be drafted after the election of the next CCPS Party Secretary in Novembro MMXIV.
