Bureaux are the individual offices of the chargés d’affaires and their staff beneath the Sôgmô, and they fall under the immediate jurisdiction of the Sôgmô. The bureaux, the French word for an office desk, are theoretically beneath ministries. In terms of the theoretical structure of the Central People’s Government, bureaux differ from ministries in autonomy and size from the Office of the Sôgmô; both ministries and bureaux, however, fall under the jurisdiction of the Sôgmô and are tasked with a specific function falling within the work of the Central People’s Government. Conceptually, the bureaux are within the Office of the Sôgmô, whereas ministries are without.
